To achieve the highest standards of safeguarding practice, quality assurance, and performance in preventing, reporting, and responding to harm to children and adult beneficiaries in World Vision Ethiopia’s operational areas, the Child and Adult Safeguarding Specialist will report to the Risk and Compliance Director. They will also lead, develop/strengthen, and maintain WVE’s strategic, policy, and operational priorities. The individual holding this position will guarantee that the organization has implemented and is supporting the highest standards of child and adult safeguarding in its operating areas by making ensuring that clear and effective policies, processes, systems, resources, training, advice, and support are in place. On behalf of World Vision Ethiopia, the position holder will be in charge of safeguarding audit and compliance, and they will be required to provide regular reports to the Risk and Compliance Director. In addition to working with all partners and stakeholders supported by WVE to promote child and adult safeguarding standards, he or she will be in charge of developing, implementing, and promoting best practices in child and adult safeguarding throughout the organization. In addition to providing technical support and opportunities for capacity building to WVE staff in Safeguarding Policy and guidance on strategic direction, the incumbent is expected to spearhead the process of mainstreaming child and adult safeguarding throughout all WVE programs and functional units.

Job Specifications

25% Systems, Procedures, and Policies:

Regularly review and update the WVE’s safeguarding policy to make sure it complies with all national laws and international norms.
• Create reliable systems, assist in the contextualization of policies as needed, and make sure that WVE has the resources, processes, and structures in place to guarantee the highest standards of safeguarding.
• Ascertain that all APs and grant-funded projects follow and carry out these policies and that there are strong and transparent mechanisms in place for reporting, handling, and preventing harm to adult and child beneficiaries of WVE operational areas. Additionally, make sure that audits of all facets of safeguarding are conducted.
• Conduct a safeguarding practice and procedure briefing for any visitor visiting field offices, as well as an induction for all new employees on child and adult safeguarding. • Continue to cultivate and advance a culture of ongoing safety improvement.
25% of Management of Adult and Child Incidents

Make sure that all WVE entities monitor and report on all level 1, 2, and 3 adult and child incidents by the policy; Make sure that everyone involved follows up on level 1, 2, and 3 adult and child incident reports promptly and responds to the incidents promptly; Make sure that all such cases are handled effectively and closed within the allotted time frame; Elevate failures on the part of everyone involved in meeting the reporting and response requirements to the Senior Leadership through the department for decision and action; Collaborate with all parties involved to produce an annual update report on child and adult safeguarding that meets the expected standard, facilitates the ND’s approval of the report, and EAR receives it by the deadline.

Twenty percent, Audit, and Compliance:

Conduct monitoring visits to assist, review, evaluate, and audit the creation of safeguarding policies, procedures, and systems in collaboration with the Monitoring and Evaluation department.
• Oversee WVE’s audit and compliance programs related to child and adult safety.
• guarantee that the project partners receive regular updates and appraisals regarding the implementation and auditing of the systems, policies, and processes for safeguarding.
• Implement new compliance procedures as needed.

15% Capacity building and training:

Provide guidance and oversee training on safeguarding to WVE employees, board members, and volunteers.
• Ensure that P & C at the HO and field office levels retain an up-to-date training record in each WVE employee’s personnel file.
Assist, counsel, and collaborate with WVE partners in the creation of their standards and policies for safeguarding.

15% Coordination, Reporting, and Networking

Collaborate closely with the advisor for child participation, child protection, and safeguarding at the East Africa Regional Office. · Coordinate and strengthen the internal safeguarding committee at the HO level.
• Gather analyses and generate periodical reports regarding the implementation of WVE’s safeguarding policies, review, and audit.
• Liaise, network, and maintain good working relationships with key actors.

Workplace Prerequisites


Necessary Work Experience

a minimum of five years of relevant expertise in managing and designing child protection programs, as well as protecting children and adults.

a university degree in a related discipline, such as education, law, sociology, psychology, or social work.
A minimum of five years of work experience in a BA programme, or two years or more in an MA programme
A certificate of completion for specialized training in the areas of inclusion programming, child and adult safety, and child protection favored Proficiency and Credentials
An asset is knowledge and experience with national and international legislation about children’s rights.
Proficiency in executing integrated programs within the framework of development and emergencies.
