Resource Development & Management Expert • Overview of the Job

To oversee the procurement and administration of grants for WV’s Northern Ethiopia Crisis Response (NECR) initiative, the organization is looking for a full-time Programme Officer with a base in Addis. WV initiatives will provide gender-sensitive, coordinated multi-sector assistance in response to the crisis impacting northern Ethiopia (Tigray, Amhara, and Afar areas) to reduce the number of fatalities and lessen suffering in the affected populations. The NECR Programme will need a Grant Programme Officer to oversee the funding acquisition process for high-value, competitive, and complicated funding opportunities. This is necessary to meet the program’s objective. The PO’s primary duties will be proposal design, prompt and high-quality donor reporting, grant administration, information management, assistance for local implementing partners, WV support (fundraising) offices, and donor engagement.

 

  • Job SummaryAcquisition of Grants
  • Oversee the drafting, organizing, and development of concepts and proposals in collaboration with internal and external stakeholders. Upload the completed proposal and budget proposal files to the donor application sites, OCHA GMS, and other donor portals. As designated, take the lead in prepositioning and go/no-go decision-making. Make sure you investigate and screen any sub-award partners. Develop the story and budget closely with the technical and financial personnel to meet donor criteria. Oversee the grant application and acquisition, communicating with the country director and program directors to guarantee the required program, financial, and technical contributions. Keep an eye out for financial shortages, spot possible financing sources, and create plans for obtaining fresh funds. Assist in maintaining capacity statements for important industries in coordination with the program director, technical leads, and strategy. Find fresh grant money for initiatives and programs that fit with World Vision and the NECR Annual Plan’s strategic goals. Officer for IGA and Microfinance in SPIR II

Job Summary:

PURPOSE OF JOB

The program’s operational woredas in the areas of Village Economic and Social Associations (VESA), financial inclusion, development of pro-poor financial products, Islamic financing, microfinance, financial services for farmers, resilience, food security, and income, and net asset-building activities of the project will receive technical support from the SPIR II Microfinance and IGA Officer. The role holder will network, share, and collaborate with all PSNP 5 program stakeholders in the West Haraghe Zone, including MFIs, commercial banks, cooperative banks, RuSACCOs (Rural Savings and Credit Cooperatives), and other government agencies, to enhance the enabling environment. He or she will make sure that the approved Detail Implementation Plan (DIP) is followed while carrying out the SPIR II-RFSA microfinance and IGA-related actions.

PRIORITIES ESSENTIAL

Programme Execution (30%)

  • Oversees the use of strategies, procedures, and goods/services as recommended by the Financial Inclusion Specialist of the SPIR II consortium to guarantee that PSNP 5 program participants and other rural families in the target Woredas have access to financial services.
  • Improves the ability of SPIR II employees, such as Community Facilitators (CFs) and Lead Community Facilitators (LCFs), to assist in fostering stronger and longer-lasting connections between program participants (VESA groups and PMG) and nearby financial institutions (banks, MFIs, and RuSACCOs).
  • Conducts micro-assessments to discover important private sector possibilities and partners to promote feasible IGA activities that properly suit and fit with the local markets and livelihoods; • Encourages the creation of pro-poor financial products supplied by financial institutions

Technical Assistance and Enhancement of Capacity (25%)

  • Supports and participates in training, evaluations, and other capacity-building initiatives; • Assures that the VESA manual is implemented at each VESA group and compiles the necessary related data; • Teach VESA members and other program targets about village savings, IGA, literacy, and financial management; • Collaborates with health and nutrition officers and CFs to encourage women and men to engage in nutrition-enhancing IGAs; • Offers technical assistance to the CFs and client communities in business development Data Management and Reporting (25%)
  • MIS SAVIX, monthly reports, and VESA monitoring systems are defined, implemented, and strengthened throughout Operation Woreda.
  • Creates best practices and disseminates them to all relevant organizations.
  • Creates, records, and disseminates best practices, lessons learned, and experiences linked to financial linkages and IGA-related successes.
  • Creates tools for monitoring and collecting data, gathers and analyses data regularly for reporting, and creates monthly and quarterly reports.

Organizing and collaborating (20%)

  • • Collaborates closely with MFI partners to systematize information flows and share reporting and portfolio efficacy as it pertains to SPIR-support PSNP clients. • Works closely with MFI partners to develop better working and durable institutional links between VESA and PMGs, MFIs, RuSACCOs, and banks.
  • Works with integration with Purpose II and other SPIR II project purposes. • Ensures the engagement of stakeholders, business actors, and IGA-promoting partners, including government sectors and MFIs operating in the region.

Workplace Prerequisites

Necessary Work Experience

  • Three years of relevant work experience for MA/MSc students and five years of relevant work experience for BA students in supporting the design and execution of value chain development or agriculture projects; • Work experience in the business and nonprofit sectors

Necessary Certification, licensure, training, and registration

  • A bachelor’s or master’s degree in a relevant discipline, such as business, finance, international development, cooperative development, rural development, economics/agricultural economics, or other related fields

Preferred Skills and Credentials

  • Experience in designing, implementing, and monitoring field programs as well as baseline surveys and needs assessments should be included.
  • Proven track record in creating loan products, planning interventions with MFIs, developing capacity, providing extension services, and innovating financial inclusion for the underprivileged

Strong network among organizations related to microfinance and financial inclusion. Proficiency in written and verbal communication in Afan Oromo and Amharic. Proficiency in written and verbal communication in English. Experience with Savix MIS and VSLA / VESA methodology.
